About the MNSSBY Credit Card Scheme
The Bihar Student Credit Card Yojana (BSCC) was launched by Chief Minister Nitish Kumar on 2nd October 2016 under the "Arthik Hal, Yuvaon Ko Bal" initiative. The primary objective is to make sure that no student in Bihar is deprived of higher education due to financial constraints.
By acting as the guarantor, the Government of Bihar enables students to seek admissions in premium engineering, medical, nursing, and management institutions across the country. Simple interest rates and a post-course repayment window offer students the freedom to build their careers without pressure.
How to Apply for BSCC Scheme
Secure Admission
First, secure admission in an approved course at a recognized college. Collect your Admission Letter and detailed Fee Structure printed on the college letterhead.
Online Registration
Visit the official MNSSBY portal (7nishchay-yuvaupmission.bihar.gov.in). Register as a New Applicant using your Aadhaar number, email, and mobile OTP.
Select Scheme & Upload Form
Log in with credentials received, fill out your personal information, choose **Bihar Student Credit Card (BSCC)** scheme from the drop-down menu, fill the academic & financial particulars, and submit the online application.
Visit DRCC Center
Receive your scheduled appointment date via SMS/Email. Visit your home district's District Registration and Counselling Center (DRCC) with self-attested printouts of the application and all original documents for verification.
Loan Sanction & Disbursement
Upon successful physical verification, the documents are verified by state authorities, and the loan is sanctioned. The amount is disbursed directly to the college account for fees, and student accounts for living expenses.
